Flow restrictors

If a flow restrictor is demonstrated to effectively reduce the flow of water and it is integral to the fitting or supply pipework (i.e. not easily removed by the building occupant), this can be accounted for in the calculations for this issue.

These must be proprietary flow restrictors and fit for purpose. Partly closed isolation valves, for example, are not an acceptable solution.
