Security – Exemplary level credit

The exemplary level criteria require certification through a compliant risk-based security rating scheme, where project performance against the scheme has been confirmed through independent assessment and verification.

Where these criteria are satisfied, and the exemplary level credit is achieved, the standard ‘Security of site and building’ credit of Hea 06 is automatically achieved.

Recognised Schemes
The following independent security rating schemes are recognised by BRE Global as meeting the criteria for the exemplary level credit:

Proctor
Proctor is a structured security rating scheme for buildings and assets (www.proctorassessment.co.uk).
The scheme provides:

  • Independent validation of the security risk management process.
  • A three-tier rating system (Certified, Commended, Distinguished) based on mandatory performance criteria.
  • Continuous specialist oversight throughout the project lifecycle, supporting exemplary security performance.

SABRE
SABRE is a security certification scheme for buildings and infrastructure assets. Projects registered and certified under SABRE before 31 August 2025 remain eligible. For more updates on SABRE, see KBCN1767.

The scheme provides:

  • An independently assessed security risk management rating for a facility.
  • A star-based rating system framework to evaluate security performance against credible threats.
  • For shell-only and shell-and-core projects, a certified interim shell-and-core SABRE certificate satisfies both standard and exemplary requirements without necessitating further fit-out verification.
