Who can appoint an assessor to an assessment?

An asset owner can assign an assessment to a licensed assessor, while an organisation administrator within a licensed assessor organisation can allocate or reallocate assessments to licensed assessors within their organisation. If an asset has no owner and was created by an assessor, the assessor can also assign an owner.
